Spotlight Europe # 2011/01: How the European Union can Support Change in North Africa
The European Union has offered to assist Tunisia and Egypt. For this purpose it will have to come up with new instruments and strategies. After the failure of the Union for the Mediterranean the EU should now try to provide tailor-made transformation partnerships. Spotlight authors Almut M?ller and Christian-Peter Hanelt suggest that European policymakers should now make some attractive proposals-and attach strict conditions to such assistance. Moreover, the authors believe that the EU ought to open its market for agricultural products from North Africa and the Middle East. It should also reconsider its strict visa policies. This would help to give many young people in the region temporary access to education and training. The current spotlight Europe, "What can the EU do for North Africa?", also points to the precarious situation in which Israel finds itself. Many Israelis fear the advent of a period of instability. The authors believe that the right response to this is a determined attempt to finalize a peace treaty between Israelis and Palestinians.
